The Lord's Dominion of New Medero, more commonly known as New Medero is a nation located in Central Africa, initially formed from the northwest provinces of the Democratic Republic of Congo.

Recently established by the Enlightened Neo-Luminous Army the state of New Medero faces extreme poverty under its theocratic overlords who exert American Imperialism and religious intolerance upon the local populace. The military forces of the fledgling state have been engaged in a campaign of extermination against various rival groups situated in the region in what has been labelled as the "Mederon Genocide". It has also become a safe haven for numerous multinational companies to set up sweatshops in "free trade" agreements.

New Medero has faced constant attacks from its neighbouring regions, as well as having little diplomatic relations with any of the twelve world sectors, being legally recognised only by a handful of countries and having no membership in international organisations such as the United Nations. Despite this a steadily rising economy and increased military prowess had meant that New Medero is considered a regional power and a threat to other nations in Central Africa.

History

Medero's Legacy

The territory that eventually became New Medero was once the seats of power of Alejandro Medero, Viceroy of the Central American Congo, throughout his systematic elimination of insurgent forces. Upon neutralizing the last embers of resistance, Medero appointed himself as president of the Democratic Republic of Congo and declared that his nation had officially seceded from the United Central American Republic. Along with planned sweeping economic, political and military reforms Medero tried to enshrine his religious beliefs into law, but was unable to do so after the European Commonwealth, Democratic Republic of Africa and Union of Central American Republics launched a simultaneous invasion that threw the nation into discord. After fears that the Democratic Republic of Congo could launch missile strikes against North Africa and Europe, the use of nuclear weapons was sanctioned in order to bring a swift end to the war.

Indeed, the nuclear attacks achieved their goal of granting a quick victory after Alejandro Medero was executed by the warlords he had bribed as Kinshasa fell to the People's African Red Guards. In the void left by Medero's death, the Democratic Republic of Congo descended once again into chaos with a succession of opportunistic generals craving out their own nations in the resultant power gap as the newly restored Congolese Government did not have the means to challenge them.

Foundation

In 2115 the Enlightened Neo-Luminous Army, led by Reverend-Director Edward Lester, mobilised into Africa, with intentions of establishing a theocratic regime in place on the theoretically communist rule in the lower regions. ENLA struck the first of what would many concordats, first with Central African President Firmin Emen who promised to give ENLA military support in return for ENLA's help in removing the warlord states from Central African region. General Nasir Nzapayeké was chosen to be the principal commander of the Central African forces who accompanied ENLA. Nzapayeké made further agreements with warlords Joseph Bodho, Abidemi Oluwakanyinsola, Clément Sizwe, Jean-Pierre Masamba, Jérôme Katanga, Kayin Adebowale and Mobutu Yeboah, requesting their aid. A military union was formed with the intention of taking control of the Democratic Republic of Congo.

The region fell quickly to the allied forces, with the provinces of Équateur and Orientale crumbling under the combined forces of Central Africans, Congolese and the ENLA. Nzapayeké instantly "crowned" himself as king of the new territory, naming the region Nzapayeké in his honour. In a hastily assembled cabinet of his most loyal followers Nzapayeké installed his closest allies as his deputies before demanding that ENLA and the other warlords hand command of their respective forces over to him.

This announcement angered Lester, Katanga and Oluwakanyinsola, where, in an emergency conference called at the town of Bondo, the three commanders agreed that Nzapayeké and the other warlords must be eliminated, with the three of them agreeing that with the death of Nzapayeké they would let the people decide who should rule the state. Only after a fortnight of ruling his new nation, Nzapayeké was assassinated by an ENLA death squad in his private residence. In the resultant chaos Katanga's and Oluwakanyinsola's forces seized the capital Kisangani, where the ENLA liquidated and murdered Nasir's cabinet in a crippling coup d'état. The warlords Adebowale, Masamba and Sizwe were apprehended as they attempted to flee the country, and subsequently executed again by an ENLA death squad. However the remaining warlords Yeboah and Bodho escaped further into the surrounding area, along with the majority of their forces.

Lester, going against the promise he made with Katanga and Oluwakanyinsola concerning the establishment of a democratic republic, immediately assigned himself as the head of state back in his base at Bondo, appointing his military chiefs to serve in a military council who, according to ENLA, would temporarily run the nation before proper cabinet was formed. To calm the natives Lester announced to the nation in a television and radio broadcast that Nzapayeké had planned to massacre the population in the name of his false god, and that the new government run by ENLA would subsequently reinstate the glorious regime started by Alejandro Medero, as well as bring the ideals of freedom and democracy prevalent in its homeland, America. They christened the new state "New Medero" on the same day (March 18th), claiming that it was client state of the American government that was under the direct control of God. Katanga and Oluwakanyinsola were forced to swear an oath of allegiance to Lester, recognising him as President for Life.

Shortly after the establishment of New Medero, Defender of the Nation Lester signed a non-aggression treaty with Central African president Firmin Emem, with New Medero agreeing not to station any troops in Central Africa on the condition that the state provide New Medero military aid. As well as this Lester also promised to help defend Central Africa from opportunistic warlords.

A New Regime

With New Medero in their grasp ENLA quickly faced attack from the forces of the remaining warlords, Bodho and Yeboah. A few slap-dash policies later ENLA forced all able-bodied citizens to enlist into the newly established Lords Defence Force of New Medero. National morale was kept high when, on the advice of Director Donald Ramsey overseas in the USA, ENLA increased pro-war propaganda stating that both Bodho and Yeboah were "Imperial Islamic Devils" from the north.

The forces of New Medero were able to push back both forces (Bodho's to the south, Yeboah's to the west) but failed to destroy either force. To compensate for this ENLA called for all citizens, regardless of physically capability, to build huge electric fences to surround the nation. Any who resisted or were classified as disabled where officially transferred to a work camp, where in actuality they were executed in droves. This was only the first of what would result in many systematic massacres that would take place in the state of New Medero.

It took a year of constant building to complete the fortifications of New Medero. In that time both the LDFNM and ENLA captured people from other regions to use as more labour. With New Medero sealed off from enemy attack ENLA began to cement their control over the local populace. To fulfil the contracts of their financiers ENLA began to impose a variety of laws designed to control the population through ENLA's own oppressive ideology, disguised under the pretence of enforcing the Lord's word. Most notably large farms and mining colonies were established, with citizens forced to work long working hours with little to no pay, and poor working conditions, resulting in thousands of deaths. Failure to work resulted in one being marked out as an infidel, leading them to be sent to a harsh penal mining colony where they most likely die. Many died of starvation and overwork, with any opposition being sent to be tortured in camps designed for that purpose, or instead summarily executed. This also provoked ENLA to begin mass purges of those they deemed unfit, with their first target being the native Congo pygmies. By the third year of ENLA occupation the entire pygmy population of New Medero had been killed or sterilised.

Invasion of Impfondo

On June 16th, 2117, Defender of the Nation Edward Lester announced plans to move troops into the Republic of Congo in an attempt to destabilise the Peoples Union of Africa. After negotiations with Firmin Emen Lester secured permission to move troops through the Central African Republic, as well as receive reinforcements from the nation. Lester enforced mandatory conscription for all male citizens aged 15-68, as well as receiving more black market Israeli weapons.

On the 28th September New Mederon forces marched into the Republic of Congo, entering the Likouala Region and quickly overrunning forces in the Dongou and Epena Districts, before stalling at the city of Impfondo. Lester ordered his forces to divert to the Sangha region, but again they were halted (this time at the town of Ouésso). As New Mederon forces occupied the towns South African militia (commonly known as the People's African Red Guards) quickly put up resistance, with their superior numbers taking serious toll on both the LDFNM and ENLA.

On January 15th, 2118, Marshal of the Army Oluwafunmilayo Iolanda ordered the African People's Army move into the Republic of Congo, stating that ENLA were threatening the stability of the sector. The Army entered Impfondo on the 21st, with New Mederon forces heavily depleted thanks to the guerilla warfare used by the Red Guards in the surrounding jungles resulting in them being trapped in Impfondo. Fighting in Impfondo continued to rage as New Mederon forces struggled to press an advantage into the Republic of Congo, with troops scattering across the Cuvette-Ouest, Sangha, Cuvette and Likouala regions. Reinforcements from the Central African Republic and New Medero were sent to the Republic of Congo where they were slaughtered in droves.

On the 8th May 2119 Impfondo was bombed under orders of the South African government. Defender of the Nation Lester ordered a full retreat to be enacted, citing that corruption in the LDFNM's ranks was weakening the resolve of godly men. When the remaining forces consolidated back in New Medero a nationwide purge was enacted that was designed to cull the infidels who had lost New Medero their war.

Civil War

In 2118 tensions were starting to rise in the New Mederon government. Recently appointed General of the Army Alexander Brandon demanded that Defender of the Nation Lester should dissolve the LDFNM as well as dismiss all black members of ENLA. Lester refused, stating that the allegiance of the Congolese were essential for keeping order within New Medero. Brandon and a small portion of the American contingent of ENLA threatened civil war if the government did not cave into their demands. As the ruling military leaders failed to reach an agreement in ENLA's fortress in Bondo violence broke out over New Medero, with ENLA troops opening fire on each other, with others starting to massacre native Congolese. Lester called for emergency powers, temporarily disbanding the ruling military council, rather theoretically ruling alone (under the advice of his most trusted aides).

It was then that former Prime Minister Jérôme Katanga made his move. Katanga had never been content with the regime established by ENLA, having nursed a feeling of anger towards Lester since he took power for himself, as well as having nothing but ambivalence towards the state religion. With ENLA in chaos, in the capital of Kisangani, Katanga and his supporters seized government, and began to murder all ENLA members in the city. Katanga then appealed to the native Congolese to ally with him, stating they would face better lives under his rule. The oppressed convicts in the penal colony of Basoko were the first to rise, with many others in the southern, and eastern regions following suit.

Soon ENLA realised that they had lost Kisangani, and scrambled to put together a fighting force to defend against their remaining territories. This move temporarily united the bickering officials within ENLA, who tried to move against Katanga. However ENLA forces were repelled to the west, with nationwide rebellion instigated by Katanga. Two months of fighting left ENLA in serious doubt over the continued occupation of New Medero, losing the cities of Bumba, Gemena and Buta.

It was then Katanga, with the support of many liberal and Catholic insurgent groups, ordered the his forces to initiate an attack on ENLA's base in Bondo. Katanga then consorted with General Babajide Kwabena, who promised Katnaga the support of the LDFNM. However, Kwabena, in an attempt at double crossing both ENLA and Katanga, gave temporary leadership to the then-demoted Abidemi Oluwakanyinsola, who was under house arrest. Oluwakanyinsola despite his military prowess was seen by ENLA as unnecessary and even incompetent, but rather commanded a great degree of respect and fear among the Congolese due to his almost fanatical approach to Neo Luminous Christianity. Kwabena hoped that once ENLA fell he would be able to manipulate Oluwakanyinsola to hand leadership back to him, where he would murder Katnaga and rule the country himself. However Oluwakanyinsola intent on gaining glory in the eyes of God murdered Kwabena and had the LDFNM turn on Katanga's forces, causing them to be torn apart as the various groups, with their different ideologies, started to open fire on each other.

It was as Katanga realised he was doomed that an ENLA finally made its move. Deploying a death squad led by light elemental Stephan Kermode, ENLA were able to assassinate Katanga, causing his forces to fully disband. It was then that ENLA and the LDFNM, now completely under the leadership of Oluwakanyinsola were able to finally press an advantage, forcibly pacifying the natives and retaking Kisangani, re-affirming ENLA control.

In the aftermath of the war Lester ordered his new general of the army, Stephen Kermode, to initiate a nation wide purge on the populace to root out any further insurgents and infidels. Lester then replaced most of the ruling military council, appointing his most staunch ally Kirk Allerman as Prime Minister and demanding that Alexander Brandon step down from his position. Brandon, disgusted at not only his demotion but the promotion of Oluwakanyinsola as the General of the LDFNM, fled the country along with around tow hundred of his most loyal supporters. This separatist group eventually founded the state of Freeland in the southern regions of the Democratic Republic of Congo, with a further two hundred ENLA members defecting to Brandon's side.

New Medero consists mainly of the northwestern regions of the Democratic Republic of Congo, boarding with the Central African Republic. Greater New Medero is located on the border of the Orientale and Équateur provinces, with smaller districts located both to the south and the west.

Early in its inception territories in New Medero were taken by warlords Bodho and Yeboah. To counter this from happening again all remaining territory claimed by the ENLA has been fortified with miles of high voltage electric fences and watch towers that have the purpose of sealing off New Medero from the outside world (save for some territories to the south of Greater New Medero).

Member provinces

The former capital of the Democratic Republic of Congo Kinshasa is the only city province in the county. Although being currently held by the People's Union of Africa, New Medero has claimed the territory as their own, with insurgent ENLA forces trying to wrestle control from the current government. However, to the native citizens of New Medero this fact is unknown to them, with ENLA propaganda stating that Kinshasa is where remaining ENLA forces are based.

Similarly to Kinshasa New Medero has stated that it rightfully has ownership of the Bas-Congo region, but in actuality only has small guerilla forces fighting the South African forces stationed there. Like Kinshasa the native are told that the Bas-Congo province and its "inhabitants" is faring well under ENLA control.

Disputed territories

New Medero currently consists of just under a half of the Orientale province with the capital city of New Medero, Kisangani, located there as well as ENLA's headquarters in the fortress-town of Bondo. ENLA have stated that they wish to liberate the rest of the Orientale province, starting with the ousting of Generals Bodho and Yeboah.

New Medero makes up part of the Équateur province, but unlike the Orientale province have not sought to expand its boarders due to a concordant signed with the Afrique Empire.

According to ENLA Bandundu is in a similar position to Kinshasa and Bas-Congo, only has faced attacks from the Democratic Republic of Congo. In actuality Bandundu is completely under the "control" of the remainder of the Congolese government with ENLA forces constantly trying to usurp them of power.

Politics

Anthem

Amazing Grace is the state recognised anthem. Often it is used in church services as well as all official state services. Citizens who fail to recite the whole hymn are punished with a flogging. Although not official the Star Spangled Banner is also often played in New Medero, as a reminder of the countries status as an "American Dominion".

Emblem

The New Mederon coat of arms was created shortly after ENLA established control of the nation by ENLA's Director of Publicity Donald Ramsey in America. Incorporating elements of the American Great Seal, the emblem of New Medero according to ENLA depicts a bald eagle coloured red, white and blue (a homage to the colours of the American flag). Another nod to the Great Seal includes the shield being also coloured as the American flag, with red and white stripes as well as a plain blue chief. The references to the American flag are designed to highlight New Medero's status as an American dominion. An original addition to the seal is the inclusion of the Neo-Luminous cross in the middle of the shield, symbolising not only ENLA control but also that the nation is under the influence of God. The white and gold sun behind the eagle is used to indicate New Medero's status as a new state with a bright future. The eagle is superimposed onto a blue shield supported by two African elephants, with the word "New Medero" written on scroll work.

The seal of New Medero can often be found in governmental buildings as well as various official documents. A lesser version is also the personal standard/coat of arms of the Defender of the Nation, who is required to wear it on his military uniform.

Flags

The original flag of New Medero

When New Medero was first established the symbol of ENLA (pictured right) was used as the official flag of the nation. However this was changed due to fears of civil unrest over the overtly American symbolism, which caused numerous concerns among the local population with fears of American cultural imperialism carrying through into their culture. ENLA in a what seemed to be a rare move to bow to public demand changed the flag to the current flag of an arm clenching a torch, which is required to be raised outside every governmental building. The arm and torch is meant in represent the Statue of Liberty.

It was soon apparent that the flag change was simply for cosmetic reasons - the ENLA flag was soon erected beside the majority of New Mederon flags, with any criticisms directed over this fact being refuted by ENLA officials, who state that as ENLA is instrumental in the running of New Medero its symbol should be displayed alongside it.

Governance

The de jure bicameral legislature in New Medero is the Christian Congress of New Medero, which is headed by the Prime Minister of New Medero. Theoretically democratic elections may be held on the condition that parties and candidates running must adhere to the Bible word for word. The executive is the cabinet of New Medero, led by the head of state of New Medero, the President. The President also holds the role of the First Preacher, who is responsible for the task of interpreting the "word of God", with such guidance being taken as ultimate law in New Medero.

However since its inception New Medero has been put under martial law in a "transitional" government being a small oligarchy known as the Lord's National Defence Committee of New Medero (LNDCNM). The LNDCNM is run by the Enlightened Neo-Luminous Army, with officially the directors of ENLA forming the LNDCNM with Reverend-Director Edward Lester recognised as Defender of the Nation. The Defender of the Nation currently functions as the head of state, and by law possesses absolute power over the New Mederon legislative, executive and judicial systems, as well as the military, economical matters and religion. All decisions in the New Medero have to be approved by the Defender of the Nation, who has the power to declare war or create any law he wishes. The head of government is the Prime Minister of New Medero, although in truth his power is entirely ceremonial.

As the only director permanently based in New Medero Defender of the Nation Lester in lieu of the other ENLA directors has instead installed a small cabinet of high ranking ENLA members and local military commanders to serve as the LNDCNM, although in truth they are little more then an advisory council. The LNDCNM claims to be guided by God and are merely there to enforce the Lord's rightful rule over the nation. As such ENLA have complete power over the state, with members of the LNDCNM handpicked by Lester from the most capable generals he has available. The LNDCNM has widely been seen as corrupt with its members embezzling large amounts of money overseas into Swiss bank accounts.

Regions within New Medero are run by a senior ENLA preacher (usually holding the rank of Major) with towns and cities in New Medero also being under the control of ENLA officials. Only male religious leaders proven to be utterly loyal to ENLA have any political clout, with no women in the New Mederon government.

Military

Lord's Defence Force of New Medero

The Lord's Defence Force of New Medero (LDFNM) are the official state army. Led by General Abidemi Oluwakanyinsola the LDFNM was at first the primary military force of New Medero responsible for exerting the ENLA's control over the nation, with all male citizens facing mandatory conscription into its ranks. However in recent years the ENLA have grown stronger, with its well armed and trained members easily eclipsing the poorly equipped LDFNM.

Every male aged 18 must enlist into the LDFNM, or face immediate punishment. However due to the poor documentation of the population citizens are recruited in droves based on if they look the appropriate age. As such the LDFNM ranks commonly include conscripts ranging from the ages of fifteen and thirty, with service time being officially 4 years. Some members have been inducted into the LDFNM many times due to failure to record their recruition/discharge. As such the internal bureaucracy of the LDFNM is described as a nightmare, with the mandatory conscription being enforced over-zealously. Only men are permitted to serve in the LDFNM.

The LDFNM receive little training, and have limited resources. Uniforms are not provided, with many wearing a red armband as a way of identification instead. Weapons normally brought of the black market are provided, but are considered low end and cheap.

Enlightened Neo-Luminous Army

The New Mederon government claims that ENLA are merely a security precaution under the control of the ruling oligarchy, although it is common knowledge that ENLA is the government. All the highest ranking men in office are members of the organisation, and any threat to their authority is quickly crushed. ENLA is headed in New Medero by Colonel Matthew Nicholson, who reports to General of the Armies Stephen Kermode.

When ENLA first took New Medero, they barred the locals from joining their ranks. However, in order to increase their numbers Lester was forced to order that recrution into ENLA was possible for the native Congolese. The entry requirements into the force are strict, with prospects having to be in perfect health, outwardly devout and utterly loyal to the cause. Male light elementals can often expect an instant career into ENLA's ranks, but are often indoctrinated beforehand to ensure their loyalty.

Many of the native Congolese have been either indoctrinated into believing that ENLA are the scions of Gid himself, or fear the retribution they would receive if they question ENLA's leadership. ENLA have no qualms with displaying their handiwork towards insurgents, with the threat of the dreaded security camps ever present. As well as this ENLA offer stability within the Congo, with members living more privileged lifestyles.

Originally ENLA members in New Medero wore the standard capirotes, but with increasing civil unrest caused by this choice of uniform plain balaclavas are used instead, with the colours of the uniform toned down. Officers wear full face helmets.

Legal system

In the relatively lawless states of Central Africa New Medero is notoriously strict in its many laws, with even the most innocent of activities meriting punishment. The ENLA have expressed concerns over the corruption that is common in mankind, and that their policies are designed to stamp out this corruption to redeem the populaces of their sins. Capital punishment is not only completely legal in New Medero but actively enforced by the government. There is no courts in New Medero, with punishment being decided by the highest ranking official in the area.

Laws are created by the LNDCNM and approved by the Defender of the Nation. Laws are universal across both men and women, with the only distinction in New Mederon law being that that concerns white Americans and the native Congolese. Often ethnic minorities are listed as Congolese in judicial reports for practicalities sake.

What is considered most heinous crime (and also the most commonly reported crime) is being accused as an infidel. All religions in New Medero are banned with the exception of Christianity, and even then only the Neo-Luminous denomination (although some Evangelicals manage to slip through the cracks). If one is accused of being an infidel then they are instantly executed through any means.

The Ten Commandments are the cornerstone of New Mederon laws. Breaking any of the commandments results in capital punishment, usually carried out by an ENLA death squad. Commandments concerning committing murder, stealing, adultery, worshipping other gods/idols, and in certain locations, taking the Lord's name in vain, are easy to regulate with any reported instances of the above quickly dealt with. The day of rest (recognised as Sunday rather then the Jewish Sabbath) is easily regulated with anyone reporting to work being shot on sight. Outright declarations that concern coveting or dishonouring ones parents are dealt with quickly. Parents have full jurisdiction to accuse their children of dishonouring them, which will result in the execution of the child. The final two commandments as being more personal mean that ENLA struggle to regulate them as much as the others. However people have been frequently accused of breaking these commandments, resulting in their deaths. Critics point out that many of these people were considered potential threats towards ENLA rule.

However the crimes listed in the Ten Commandments (murder, theft, coveting, swearing, adultery, worshipping idols and/or other gods) are not the only things that are considered illegal in New Medero. Taking any kind of drugs, narcotics or alcohol is forbidden except for the heavily controlled doses used for medical purposes. Being in possession of any of the above usually results in one being sent to a penal mining colony, and distributing them results in death.

Rape, prostitution and human trafficking are all punishable by either death or a lifetime sentence in a penal colony. As well as this sexual intercourse is strongly discouraged, with it being illegal to non-married couples. The age of consent in New Medero is 18, with any sexual activity being performed prior to that age punished with forced sterilisation. Homosexuality, bisexuality and asexuality are all considered abhorrent and an affront to nature. If anyone in New Medero shows any traits that indicate they are one of the above they are executed and their family sterilised. Similar rules are enforced for transgeneders and cross-dressers. Women are required to wear heavy clothing with outfits considered sexual banned. Make up is similarly prohibited. Men have to cut their hair short, with women in contrast forced to grow it long. All clothing in New Medero must also be plain and simple, with rich dyes and intricate fabrics being seen as an unwarranted luxury. If a male is seen performing an act of lust their eyes are gorged out. Acts of lust range from an over abundance of sex (over two times a year) to staring in a women's direction.

Abortion and stem cell research are illegal in New Medero, with the government condemning such actions as "against the laws of God" and that citizens have no right in conducting such activities. In the latter's case if one is caught performing stem-cell research they are sent to a penal colony and their research destroyed. If a doctor is caught performing an abortion then he is instantly executed, and the mother forcibly sterilised. Laws lie in place to protect women from performing operations on themselves, with the option to place unwanted babies in a government institute where they are to be cared for. Sometimes these children are inducted so be trained and indoctrinated into ENLA when they are older, but many are buried alive for practicality reasons. Similarly babies are not to be abandoned, with perpetrators of that crime given back their child and fined. The Family Association of New Medero (FANM) enforces these laws, as well as care for orphaned children. Orphanages have come under scrutiny for their poor conditions and child abuse, although the FANM frequently deny this is the case. Voluntary sterilisation is illegal in New Medero, as are all forms of contraception.

Elementals are classified as a threat to the peace established by the ENLA and are not legally recognised as humans. Those whose powers manifest, or are either accused or suspected to be an elemental, are required to report to the National Security Institution 18/Elemental 1 (abbreviated to 18/E-1). In 18/E-1 elementals first have their powers and keidis rating identified, before being tortured and killed after confessions are made. Unless the elemental is accused of a specific crime these confessions generally take the form of confessing allegiance to Satan. If one does not confess they are normally "accidentally" killed in torture, but any confessions is usually murdered on the spot. However, light elementals, once identified, are offered to serve in the ranks of ENLA where they indoctrinated and trained to serve in an ENLA death squad or as a government priest. Only males are offered to join ENLA, with female light elementals only allowed to become a preacher. If they refuse this offer they are put into "intensive interrogation" as with shadow and fire elementals. Elementals from other territories are meant to be sent to 18/E-1, but are often killed beforehand.

Witch hunts are for the most part legal in New Medero, with ENLA encouraging citizens to root out and find any elementals. Sheltering known elementals from the government is prohibited in New Medero, with such people often accompanying elementals to a cell in 18/E-1. Witch hunts against light elementals are illegal however, with any such people doing so being killed on the spot. Any insurgent elementals are hunted down and murdered by ENLA death squads led by light elementals.

Foreign Policy

New Medero officially only trades with companies on American soil, and has tried to deal with corporations who are based in the USA. For practicality reasons however trade has been sanctioned with global mega-companies (for example a trade agreement was made for bio-fuel with Calypso Industries before the company crumbled in 2118) although New Medero only consorts with the American divisions of such companies. New Medero runs some of Africa's foremost mining complexes and factories that are run by ENLA on the behalf of private investors. American critics call these facilities crosses between sweatshops commonly found in places such as China or India and concentration camps found in Russia.

New Medero is in constant conflict with the officially recognised sovereign territory of the Democratic Republic of Congo as well as lands claimed by the secessionist warlords General Yeboah and General Bodho. As well as this increased hostilities between New Medero and territories in People's Union of Africa have erupted with ENLA forces declaring a holy war against the sector for upholding communist ideals, with particular focus drawn to territories controlled by Dhana Technologies due to their heretical research into genetic engineering and the propagation of shadow elementals amongst their ranks. New Medero has also deployed troops into the Republic of Congo, Eritrea, and Somalia to engage with South African and Arabian forces respectively.

New Medero has long retained an alliance with the Central African Republic. Defender of the Nation Lester has promised Central African President Firmin Emen that on the condition that Emen grant him military aid Lester seeks to eliminate the rogue warlords currently challenging the Central African government. Many international observers theorised at first that New Medero would become a client state of the Central African Republic, but in more recent years this has reversed to quite the opposite.

In order to alleviate the pressure upon their borders, strenuous alliances have been recently struck with the Afrique Empire as a buffer against Dhana Technology and the remaining Central American colonies that sporadically litter Central Africa as a means of propagating New Medero's influence further throughout the continent.

Society

Human rights

New Medero has been criticised heavily for its human rights. According to New Mederon law the LBGT+ community, elementals, Arabs, pygmies, bolsheviks and "infidels" are not legally recognised as humans, and are often sent to security camps. The New Mederon security camps themselves have come under scrutiny, Many point to the frequent torture utilised in these camps (including burning, waterboarding, amputation, beating, rape, flogging, castration, and others), harsh living conditions, starvation, psychological abuse, hard labour, and summary executions. The mass purges enacted by ENLA have also been criticised. These purges usually include prisoners digging mass graves before they are gunned down and left to rot, prisoners being locked in heated metal containers in drought season, prisoners being shot into a trench, and prisoners being herded into wooden sheds that are fired upon with ballistic missiles (the latter is commonly reserved for children). Forced starvations are also common in New Medero with crops being deported overseas or used to feed cattle being bred to later also ship overseas.

The role of women in New Medero has also been criticised. Although women are forced to work they are barred from holding any position in either the military, government or clergy. Women are legally required to be married, and must cook and clean for their husbands. Recently an unofficial terrorist group known as the Women's League of New Medero have taken it upon themselves t enforce these policies among the housewives of New Medero, often beating and executing those who don't comply. Although the government have officially condemned this movement, it has done little to halt its actions.

Black citizens of New Medero are by state policy assigned to live in 9.5% of the land of New Medero in "natural lands for separated development" unless specified otherwise. These areas are often overcrowded with poor sanitation, rampant disease, lack of food resources and high levels of crime. They are cordoned off from other areas by barbed wire fences with those caught outside of them after dark without a permit being shot. All people in theses areas are issued with permits that allow them to leave the area for work hours with some being assigned to either live in military barracks or in private housing (these people often being members of ENLA, priests and other local officials/collaborators). Most permits however are frequently lost or used as toilet paper, with the punishment for losing ones permit being death.

Law enforcement

Law enforcement in New Medero is carried out by the Lord's Police Force of New Medero. Considered to be the poor man's ENLA, members of the LPFNM are often taken from the older members of the ranks of the LDFNM, with many holding dual positions in both forces. The LPFNM are called upon to police civilian crimes while ENLA are used the governmental/religious enforcers. Often the line between each of their duties blurs, and, with the limited ENLA personnel, the LPFNM are dispatched to deal with petty crimes. Members of the LPFNM are recognised with blue uniforms.

Healthcare

Legally healthcare is available to all citizens of New Medero if they pay insurance rates to select private companies on New Mederon soil. If not then they can pay insurance to the government funded Lord's Health Society (LHS). However, according to critics, in an attempt to preserve money, certain treatments are denied in New Medero, with the LHS stating that such treatments go against such teachings the LHS was founded upon and are deemed heretical. As well as this medical centres can only be located in the largest cities (such as Kisangani, Buta, Bumba, and Gemena) with long waiting times for treatment. As such the health of many New Mederon citizens is poor. In light of this the government has stated it can do little to change this, as they claim that if one dies of illness they were a sinner and didn't deserve treatment. The average age of men in New Medero is 32, and women 37.

Alive

  • Defender of the Nation Edward Lester -The highest authority of New Medero, Lester has absolute control of the state as the overall dictator of New Medero as well as the head of ENLA forces in the country. Lester is not only the head of state but also the head of the LNDCNM as well as possessing the power to legislate and control the laws of New Medero. Lester's six year rule has resulted in scrutiny due to his harsh policies, but has a large cult of personality prevalent throughout the nation, and is recognised as a national hero.
  • Prime Minister Kirk Allerman - Serving as Lester's deputy and thus the second most powerful man in New Medero Allerman usually deals with the day-to-day running of New Medero. Allerman's predecessor was Jérôme Katanga before he was executed after charges of being an Islamic infidel. Allerman is also a colonel in ENLA, and one of its longest serving members.
  • General of the Armies Stephen A. Kermode - The head of all armed forces in New Medero (including the ENLA and the LDFNM) Kermode, having recently been promoted into the position, answers only to President Lester.
  • General Abidemi Oluwakanyinsola - A violent and sadistic Nigerian warlord with a keen mind for strategy, Oluwakanyinsola is considered one of the most powerful Africans in the predominately American run New Mederon government. Oluwakanyinsola briefly held the title of General of the Armies in the founding of New Medero, but was demoted in light of his unrestrained brutality against the native populace and, according to ENLA, general incompetence in political affairs. As one of the warlords hired by Alejandro Medero during his eight year campaign, Oluwakanyinsola is heralded as a student who aims to spread his master's vision. After being converted to the faith by Medero, Oluwakanyinsola took to it with zealous fervor, as he became intent upon enforcing God's will upon the enemies of his master until he was forced to retreat into the north after Medero's death. He is unpopular among not only the more conservative members of ENLA but the native Congolese as well - however the fear he commands among the latter has ensured that he is practically indispensable to the New Medero government when it comes to putting down populist movements. With scant ambition beyond slaughtering infidels and a ferocious belief in the state dogma, the ruling military council have accepted that he is a necessary piece that they would be reluctant to give up.
    Reportedly, in his spare time, Oluwakanyinsola performs acts of self flagellation in repentance for failing his mentor, conducts ritual sacrifices of captured enemy soldiers in the name of the Lord and bakes cakes.

Deceased

  • Former Prime Minister Jérôme Katanga - A Central African warlord Katanga both in his lifetime and after his death has gained his supporters and critics. Notably ENLA deride him as a nationalist, black supremacist and egomaniac, while his more level headed detractors state he was opportunistic, and would have made a poor leader with vague politics and violent history. His supporters sate that he was a champion of the people and staunch humanitarian, and the only honest man in the New Mederon government. Katanga was famous for his relationship with the people, often speaking to them live as one of the few politicians who were fluent in French, as well as showing genuine sympathy for the plight of the general population. Current ENLA propaganda show him only as a traitorous member of the government, omitting all references to his tenure as Prime Minister.
  • General Babajide Kwabena - Coined a "two-faced ****** bastard" by Vice-President Kirk Allerman, Kwabena was considered to be ambitious and foolish with a poor understanding on who his allies and his enemies were.

Economy

One of the primary changes the region that makes up New Medero has encountered is a shift into what ENLA claim is a laissez-faire movement. ENLA stated that they would have little control over the economy leaving it in the hands of neoliberal economists. Despite this the government are in fact in trade agreements with many international companies with the government having low taxes on all products.

Currency

The New Medero dollar ($) is the national currency of New Medero. The currency is fluctuates wildly due to instability within the region often threatening the ability to manufacture coins or notes. For practical purposes, North American Dollars are frequently used within the sector as a supplementary currency.

Industry

New Medero relies on an economy based around agriculture and mining. While the first is used for exporting and supporting the local populace, the latter is almost exclusively left in the hands of private investors.

Agriculture

Currently making a large percentage of New Medero's exports, agriculture is used support the population and the steadily growing economy, forcing most people to work on large farms spanning acres of land. The farms usually grow cassava, yam, plantain, rice, and maize crops, with the coffee, rubber, palm oil, cocoa, and tea plantations reserved mainly for export purposes, although some tea and coffee is used solely by the richer denizens of New Medero, with coffee being one of New Medero's biggest exports. Most of the exported goods go to companies in Sector I, although some have ended up in Northern African hands.

Mining

New Medero is abundant in many natural ores, with cobalt, gold, diamonds and copper being the biggest exports as well as a few remaining pockets of crude oil. Of all the regions and territories that once made up the Democratic Republic of Congo New Medero is sometimes credited to be one of the regions that fully exploits these natural resources.

Forestry

New Medero is in agreement with several logging companies to provide wood, especially with the loss of commercially available rainforest resources in Brazil. ENLA, more than happy to perform deforestation so to build more labour, concentration, penal or mining camps.

Fishing

Fish are the main source of protein across the citizens of New Medero. Of all it's industries the fishing industry of New Medero is intended to be sold to the natives of New Medero rather then exported.

Transport

Transport is strictly reserved for military and government officials, with the local populace being barred from handling vehicles. New Medero's transport primarily consists of trucks and vans that carry either military units, or a workforce to farms/mines. Often these vehicles have been fitted to travel across all kinds of terrain, as roads are often in poor conditions.

A limited rail service exists in New Medero, with ancient cargo trains carrying supplies across and occasionally out of New Medero. This rail service is the main way of transporting large amounts of goods to be exported around New Medero. Occasionally these trains have been used to carry military personnel or people to be taken to the larger mining colonies or concentration camps. ENLA have been careful to ensure these rail roads are well kept, often diverting workers en masse to repair damaged sections.

Demographics

Ethnic groups

It is estimated that around 85% of the population is made up of the Bantu people. The most numerous people of the Bantu people within New Medero are the Luba people (20%) and the Mongo people (19%). It is thought that the remaining 15% consists of a variety of other ethnic groups, which includes the Central Sudanic/Ubangian and the Nilotic peoples. It is thought that around 3% of the population have ancestral roots from the Belgian people. 0.01% are American-Caucasian, which is entirely made up of members of ENLA. Previously 1% of the population was made up of Congolese pygmies, before they were systematically eradicated by ENLA.

The majority of citizens who live in New Medero live in extreme poverty, with 66% being recognised as working class, and 33% in incarceration. The remaining 1% make up the forces of ENLA with only 0.01% (those being the white, American members of ENLA) controlling the wealth and power distributed in the country. 

Language

When the American ENLA forces established the state of New Medero attempts at enforcing English as the only language in the state began. However as it became apparent that initially few natives spoke the language French was subsequently recognised as an alternative language. Attempts have been made to stamp out the native languages (such as Lingala) to mixed success. Currently 11% of the population speak fluent English while 87% speak French.

Culture

Architecture

The majority of people in New Medero live in archaic shacks that are little more then slums. In urbanised areas these houses are made of concrete, in more rural communities the houses are mud huts, with thatched or corrugated iron roofs. Churches (a mandatory feature of every settlement) are simple, normally built of wood.

Government buildings are often either concrete bunkers or grandiose neo-classical buildings built to resemble establishments such as the White House. Often these buildings are poorly maintained. Perhaps the most noticeable architectural feature of New Medero is the town of Bondo, which, as of 2121, is fortified with an electrical fence, watch towers, a large concrete military complex and a nuclear bunker.

Elementals

Elementals face frequent discrimination and abuse in New Medero, not being legally humans according to government policy. Despite all elementals being required to enter 18/E-1 many try and hide their powers. Government propaganda however declares elementals to be servants of Satan, as well as threats to the country. As such most citizens of New Medero are brainwashed to hate all elementals, often blaming them for their hardships, with particular hatred geared towards shadow and fire elementals. Witch hunts in New Medero are extremely popular with the lynching of an elemental seen as an event for the entire neighbourhood.

Light elementals in contrast are revered by the public, and are treated almost as Gods. The words of even the most dim-witted light elemental is seen as law, with ENLA propaganda declaring light elementals to be "Gods chosen people" who are directly blessed by God and interpret his words. Despite their social status light elementals are strictly controlled by ENLA, with the only two professions available to them being part of an elemental hunting ENLA death squad or an ENLA preacher.

Food

The people of New Medero usually eat homemade food made of natural ingredients provided by the government. The most commonly eaten foods are bread, and rice, with fish been eaten on average once or twice a week. Normally these foods are not nearly enough to feed the average family, leaving many to starve or face malnutrition. Members of the government normally have a more varied diet, with some the very high-ups consuming imported wines and steaks.

Water

The water drank in New Medero is often dirty, being taken straight from rivers with little attempt to filter it. Outbreaks of cholera have always been common in New Medero among the local populace. Government officials are often able to filter their water or import it from other territories.

Holidays

Although there are no holidays in the strictest sense of the term, certain days are marked out for citizens of New Medero to participate in state run activities. There is no work of any kind permitted on Sundays, which is set aside as a day of rest for worship of the Lord. Instead citizens are required to attend a sermon held at a local government institution. Failure to do so will mark one as an infidel.

Christmas

Unlike other nations where gift exchanging and gaudy festivities are thrown Christmas is seen more as a religious observation, with all citizens required to attend church services that celebrate the birth of Christ through a lengthy sermon. Failure to do so marks one as an infidel.

Easter week

Encompassing Palm Sunday, Good Friday and Easter Sunday. Each of these three events require citizens to attend a sermon that observe each event, with failure to do so marking one as an infidel. Unlike Christmas which has a fixed date the date of Easter week changes every year, causing death rates to sky-rocket during the week.

Lent

All citizens must contribute to Lent in some way, by giving up a certain luxury. Failure to do so marks one as an infidel.

Liberation day

Unique to New Medero is Liberation Day, which commemorates the day ENLA rule was firmly established. On the 18th March citizens are forced to salute a New Mederon flag and sing the national anthem before attending a state sermon where the citizens give their thanks both to America and God for liberating them of their sins. Failure to attend the sermon marks one as an infidel.

Media

All non-government media in New Medero is banned. Being in possession of any foreign media usually results in heavy fines and confiscation. Certain books and writers are punishable by death, with the most notable being:

Religious books are held in high regard in New Medero, with the works of Frank Eisner seen in particularly high esteem. Other literature promoted in New Medero includes those sympathetic to the governments ideology, such as the Black Book of Communism. The only films shown in New Medero are government propaganda displayed on large television screens in the most populous of cities, as well as televised announcements to the public. A radio system runs through New Medero broadcasting news and sermons as well as the national anthem.

Religion

The state religion of New Medero is Christianity, with any other religions officially banned. More specifically however, only the denomination known as Neo-Luminous Christianity (infamous throughout the American Confederation) is the only form of Christianity permitted in New Medero. If one does not adhere to Neo-Luminous beliefs they are declared infidels and are shot on sight.

As a result religion is almost required to take up a large portion of life in New Medero. All people must carry a bible (King James edition) and attend church at least twice a week. Many people often go to church officials to solve problems rather then more qualified individuals, with priests being the most revered members of society. Often clergymen hold dual positions, wielding power both in the church and in government.
